International Technical Officials operate at the highest level of umpiring and are responsible for officiating at major international events, championships, and tournaments.
ITOs are expected to demonstrate:
Appointment as an ITO reflects a high level of trust, experience, and expertise.
Progression to International Technical Official status is by selection, not open enrolment.
To be considered, candidates must:
Be a currently accredited Level 2 Umpire
Have significant experience officiating at national-level competitions
Demonstrate consistent performance, professionalism, and leadership
Be recommended through Bowls New Zealand's umpiring pathways
Selection is competitive and based on readiness to officiate at international events.
Training and preparation for International Technical Officials is coordinated through Bowls New Zealand and aligned with international officiating standards.
This may include:
Advanced officiating development opportunities
Exposure to international laws and protocols
Mentored officiating at high-level events
Ongoing performance review and development
Training pathways are tailored to individual and the requirements of international competition.

Appointment as an International Technical Official is managed by Bowls New Zealand in alignment with international governing bodies.
There is no standard examination or public course enrolment for ITOs.
International Technical Officials are required to maintain their accreditation through ongoing involvement, performance review, and continued development, as determined by Bowls New Zealand and international requirements.
